            ఇవాళ ఈనాడులో 'మధ్యతరగతి ఆశలపైపిడుగు ' అంటూ ఒక ఆర్టికల్ రాశారు. రాజధాని తరలిపోవడంతో అక్కడ ప్లాట్లు కొన్న అనేకమంది మధ్యతరగతివారు నష్టపోబోతున్నారు అన్నది ఆ ఆర్టికల్ సారాంశం. ఈనాడు వారు (లేదా ఆంధ్రజ్యోతి, సాక్షి లేదా మరే ఇతర మీడియా వారైనా) తెలుసుకోవాల్సింది లేదా తెలియజెప్పాల్సింది ఏంటంటే రాజధాని తరలిపోవడం లేదు. మూడు రాజధానుల ఏర్పాటు నిర్ణయం అమలుకు ఉన్న అడ్డంకులు తొలగిపోయిన తరువాత కూడా అమరావతి శాసనరాజధానిగా కొనసాగబోతోంది. ఆయితే పూర్తిస్థాయి రాజధానిగా ఉండకపోవడం అన్నది ఖచ్చితంగా కొంత ప్రతికూలాంశమే. అయితే అది ఎవరికి నష్టం అన్నది గమనించాలి. రైతులకు నష్టం కలిగించే విధంగా ప్రభుత్వం వ్యవహరించకపోవచ్చు. మరీ వారు ఆశపడుతున్నట్టు ఎకరా నాలుగైదు కోట్ల స్థాయికి కాకపోయినా, నష్టపరిహారం లేదా పొలం వెనక్కి ఇవ్వడం వంటివి జరగవచ్చు. ప్రధానంగా నష్టపోయేది ఎవరంటే అక్కడ భూములు, ప్లాట్స్ కొన్నవారు అన్నది ఇవాళ్టి ఈనాడు కథనం (మధ్యతరగతి ఆశలపై పిడుగు) ద్వారా అర్థమవుతుంది/అనిపిస్తుంది. రాజధాని పేరిట జరిగిన రియల్ ఎస్టేట్ వ్యాపారానికి ప్రభుత్వం (గత ప్రభుత్వమైనా లేక ప్రస్తుత ప్రభుత్వమైనా) బాధ్యత ఎలా వహించాలి? ఇపుడు కూడా అమరావతి మూడింటిలో ఒక రాజధానిగా కొనసాగబోతోంది కదా. అన్నీ ఇక్కడే ఉంటేనే మా భూముల రేట్లు పడిపోకుండా, మేము లాభపడగలం అన్న ఆ ప్రాంత రైతుల (???) వాదన దారుణంగా, నీచంగా ఉంది. పెట్టుబడి మాత్రం అన్ని జిల్లాల నుండి వచ్చే ఆదాయం ద్వారా అయ్యేది కావాలి;  మిగతా జిల్లాలు ఏమైపోయినా వారి భూముల రేట్లు మాత్రం పెరిగిపోవాలా?
            మూడు రాజధానులు - అమరావతి అంశంలో మొదటినుండి నిరసన వ్యక్తం చేస్తున్నవారి వాదన, ప్రతిపక్షాల స్వరం అంతా భూముల ధరల పైనే కేంద్రీకృతం కావడం వల్లనే అమరావతి ఉద్యమం కనీసం పక్క గ్రామాల్లో కూడా మద్దతు కూడగట్టుకోలేకపోయింది. మిగతా ప్రాంతాలు ఎటు పోయినా మా భూముల రేట్లు పెరిగితే చాలు అని వారనుకున్నట్టే, వారి భూముల రేట్లు పెగిగితే మాకేంటి లాభం అని ఇతరులూ అనుకుంటున్నారు. రాజధాని ఒక పాలనావసరమే తప్పించి, రియల్ ఎస్టేట్ బిసినెస్ కాదు.  ప్రాంతాలకు రాజధాని వికేంద్రీకరించడం  మంచిదే. కర్నూలుకు హై కోర్ట్ అన్నది నిజానికి ఒక ఎమోషనల్ సాటిస్ఫాక్షన్ అంశమే తప్పించి, సమీప భవిష్యత్తులో ఆర్థికంగా పెద్ద లాభకారి అయితే కాదు అన్నది నా అభిప్రాయం. మూడు రాజధానుల నిర్ణయం వల్ల అత్యధికంగా లాభపడేది ఉత్తరాంధ్ర ప్రాంతం. విశాఖ మినహా ఉత్తరాంధ్ర ప్రాంతం వెనుకబడిన ప్రాంతమే కాబట్టి, ఆయా ప్రాంతాలు కొంత మెరుగుపడే అవకాశం ఉంది. ఇక అమరావతి కేంద్రంగా ఉన్న మధ్య ఆంద్ర ప్రాంతం భారతదేశానికి అన్నం పెట్టే ప్రాంతంగా ప్రసిద్ధి చెందినది. ఆంధ్రప్రదేశ్ వరకూ ఆ ప్రాంతం మిగతా ప్రాంతాలతో పోలిస్తే ఆర్థికంగా ఎంతో మెరుగైన స్థితిలో ఉన్నది అని అందరికీ తెలిసిన విషయం. సంవత్సరానికి మూడు పంటలు పండే కొద్ది ప్రాంతాలలో అదీ ఒకటి. అటువంటి ప్రాంతంలో వ్యవసాయ భూములు వ్యాపారప్రయోజనాల కోసం ఆక్రమించబడకుండా ఈ నిర్ణయం దోహదపడగలదు.
            గత ప్రభుత్వం సమీకరించిన భూములకు ప్రస్తుత ప్రభుత్వం బాధ్యులుగా/జవాబుదారీగా ఉండవచ్చు, కానీ రియల్ ఎస్టేట్ వ్యాపారంలో భూములు కొన్నవారికి ప్రభుత్వం ఎందుకు జవాబుదారీగా ఉండాలి? మోసం చేసిన వారి పట్ల చర్యలు తీసుకోమని కోరవచ్చు కానీ, మేము రియల్ ఎస్టేట్ వ్యాపారంలో భూములు, ప్లాట్లు కొన్నాం కాబట్టి ఇక్కడే రాజధాని ఉండాలి అనడం సరికాదు. అలానే విశాఖ, కర్నూలు మరియు ఇతర ప్రాంతాల వారు దీన్ని ఒక గుణపాఠంగా స్వీకరించాలి. త్వరపడి విశాఖలో, కర్నూలులో లెక్కకుమిక్కిలిగా భూములు కొనడం వంటివి చేయకూడదు. వేచి చూడాలి - ప్రభుత్వం మారుతుందేమో అని మాత్రమే కాదు, అభివృద్ధి ఏ స్థాయిలో జరుగుతుంది అన్నది చూడటానికి. ఇపుడు అడ్డంకులు తొలగిపోయాక, నిర్ణయించిన ప్రాంతాలలో తత్సంబంధిత నిర్మాణాలు వంటివి పూర్తి కావడం, పూర్తిస్థాయిలో అవి నిర్దేశించిన ప్రకారం పని చేయడం మొదలు పెట్టిన తరువాత కానీ అటువంటి పనులు (భూములు కొనడం, విపరీతంగా రేట్లు పెంచడం వంటివి) చేయకుండా నియంత్రణ పాటించాలి. కొంతమంది దురాశకు ప్రభుత్వం జవాబుదారీతనం వహించాలనడం మూర్ఖత్వం కాగలదు.

    మీ అభిప్రాయం తప్పు, గోదావరి, కృష్ణా జిల్లాలోనే మూడు పంటలు పండటం లేదు. మూడు పంటలు అనేవి నా చిన్నతనంలో చూసాను. ఇపుడు రెండే పంటలు. ఇక అమరావతి దగ్గర పత్తి, పొగాకు, మిర్చి, చెరుకు లాంటి వాణిజ్య పంటలు పండిస్తారు. అవి కూడా సంవత్సరానికి ఒకటే పంట. వాణిజ్య పంటలు పండించడం కష్టం, ఎక్కువ పండితే రేటు ఉండదు.తక్కువ పండితే రేటెక్కువ వస్తుంది. వ్యవసాయం ఎక్కడైనా ఒకటే. ఈ గొలంతా లేకుండా ఎకరానికి 60 వెలు ఇస్తామంటే ఒప్పుకున్నారు. ఇపుడు మళ్ళీ కష్టపడాలంటే ప్రాణం ఒప్పుకోవడం లేదు.

      కావచ్చు, మీడియాలో (ఈనాడు, సాక్షి, ఆంధ్రజ్యోతి తదితరాలు) 'మూడు పంటలు పండే పొలాలను రాజధాని కోసం త్యాగం చేశారు', 'మూడు పంటలు పాండే సారవంతమైన పొలాలను రాజధాని పేరుతో తీసుకోవడం సరికాదు' వంటి సమాచారం ఆధారంగా నేను ఆ వాక్యాలు రాశాను. ఇక వ్యవసాయం పరంగా మిగతా ప్రాంతాలతో పోలిస్తే ఆ ప్రాంతం చాలా మెరుగు అన్నది మాత్రం నిజం. పండే పంటలు, దిగుబడి వంటివి మిగతా ప్రాంతాలతో పోలిస్తే చాలా మెరుగు. ఇక మీ చివరి వాక్యం 'మళ్ళీ కష్టపడాలంటే ప్రాణం ఒప్పుకోవడం లేదు' అన్నది నిజం.

      CRDA is a contract between govt. and farmers both having equal status. Do you know they have legal right to question if govt doing a breach of promise?

      Whose money they are spending to shift/relocate/build three capitals? Are you a citizen and tax payer of this state or an alien?

      For a fsctionist three rowdy addas required, not for a civilized ruler required more than one capital.

      Hari babu garu Can you kindly let me know what was the promise that's broken by the current government? Amaravathi will be one of the capitals and there was no such promise that Amaravathi will be the only capital, you can verify that to your satisfaction. Yes CRDA is a contract between government and farmers but not the ones who purchased lands there. Current government never said they won't consider farmer's issues (who gave land). Do you know how much was estimated for the Amaravathi capital development? As the minister said in the Assembly in 2017/18 the estimated budget required to develop Amaravathi was 1 lakjh crores plus rupees and that was not final. And, now this decentralization of capital doesn't cost even half of it. So, whose money or benefits are you after? If at all you are a citizen and tax payer here, then you should be little happy as other areas also possibly getting their share of development and recognition. High court was supposed to be in Kurnool as per the Sribagh treaty long ago, but all the politicians betrayed Kurnool. Last line of yours shows your hatred towards a person and has nothing to do with the ongoing happenings it seems.

      So, you did not heard /saw him when he himself called for a capital with 30000 acres as opposition leader.

      Do you know that narasimhan cammitee itself reported in its first chapters that centre that means congress party from dhilli suggested to consider pulivendila as first preference as the capital city? I had the copy of that report. Shall I show you that the report received most of the feedback it called for selected Vijayawada as the capital.

      Shame on your part that you are insulting amaraavati farmers when you are declaring them as lazy fellows and parasites by such statements as ఇక మీ చివరి వాక్యం 'మళ్ళీ కష్టపడాలంటే ప్రాణం ఒప్పుకోవడం లేదు' అన్నది నిజం.

      Then how do you justify the corruption of 46000 crores by jagan?

      Do you think corruption can only be done by special people like jagan?

      Excellent argument Vamsi!

      There are hardly any countries and provinces there of where there are having multiple capital cities. So, it is but very natural on anybodies part to assume that when a place is named as a capital it would be the one and only capital and not just one of multiple capitals.

      It is entirely Haribabu's or entire Andrha populations mistake that a very unnatural thinking government would be ushered into being and it would make such a really strange decision that there would be multiple capital cities be taken by that government. Not expecting such a strange and cunning decision is the mistake of the people and Haribabu happens to be one of them.

      What more unexpectable happenings are in pipeline from this too-wise government is something that worries people in general but not wise-men like you who support such a wise government.

      Haribabu garu Well, well hold on. Did I say I support Jagan or do you think I am an official spokesperson of his party? I am not sure why you are asking so many other things. All I said is I support the idea of three capitals. I am not sure what you have followed or what not, current CM and previous CM never ever said that they wouldn't disturb the concept of capital. What Jagan said in house in 2016 was government should consider capital where it has got government lands rather than pulling cultivating lands, you can crosscheck that for your satisfaction. Not sure from where this Narasimhan committee came out of the blue, as far as I know central government appointed a committee with justice Sivaramakrishnan as head of it, and then CBN appointed another committee with Narayana as head. And, as far as I know none of these committees has Pulivendula as an option for capital. Shame is on your part as your hatred towards one person making your eyes blind. I hope some day you will realize what I am saying. And, regarding the last two questions - let courts decide on the corruption allegations on Jagan.

      Anonymous garu ... just to let you know Jammu Kashmir state has got two capitals if you are not aware - Srinagar and Jammu. And, two states share a common capital in our country. I hope you might be aware of Sribagh treaty which states High court should be located to Kurnool, on such conditions capital was shifted from Kurnool to Hyderabad. Since so many decades, Kurnool was betrayed, what you say for that? And, now Kurnool is getting a little share of what it is supposed to get at least. And, another thing if you both have not remember - CBN openly said Jagan would shift capital from Amaravathi if he wins, and still CBN party did not win in capital region too. And, Jagan openly said he will return majority of the farming lands to farmers back and would settle with smaller size rather than of CBN's 30000+ ecre capital. I got your sarcasm in saying 'wise men like you', and I hope 'wise men like you' would try to give a bit of thinking of the concept of decentralization of development

      రాజధాని నిర్మాణానికి లక్ష కోట్ల రూపాయలకు పైగా అవుతుంది అని ఆయన అన్నాడు అన్నదానికి రుజువులున్నాయి. లక్ష కోట్ల అవినీతి అంటున్నారు, మీ వద్ద ఆధారాలుంటే కోర్ట్ కి సమర్పించండి, ఇక్కడ వ్యాఖ్యావల్ల ఉపయోగం లేదు కదా. మనకు మనం తీర్పులిచేసేపుడు ఇక కోర్టులెందుకు అండి దండగ. ఆ తీర్పు కూడా మీరే ఇచ్చెయ్యండి, కోర్ట్ పరిధిలో ఉన్న అంశాల విషయంలో నేను మాట్లాడను అది జగన్ విషయమైనా, చంద్రబాబు విషయమైనా. అయినా ఇపుడు ఇంకో నాలుగేళ్ళు పండగ చేసుకోండి అని ఇతరులను అంటున్నారంటే, అంతకుముందు ఐదేళ్ళూ మీరు, మీలాంటివారు పండగ చేసుకున్నారా? అని నేను అడగను, మీకే తెలియాలి.

      అసలు మీ వ్యాసంలో మీరు చూపించిందీ అదే కదా!ప్రతిపక్షంలో ఉండి తను అమరావతి ప్లానుకు ఒప్పుకుంటున్నాను అని ఇచ్చిన స్టేటుమెంటులోనే "ప్రాంతాల మధ్య చిచ్చులు పెట్టడం ఇష్టం ల్యాక ఒప్పుకుంటున్నాను..." అన్నాడే తప్ప నిండుమనస్సుతో ఒప్పుకుంటున్నాను అనలేదు.

      I misspelt sivaramakrishnan as narasimhan. Except that everything is in the report. In fact the committee gave options to suggest multiple cities for the capital. But, most of the people who responded for single capital and Vijayawada as first preference.

      Have you seen the sivaramakrishnan report yourself?

      If not seen, go and check. It would open your eyes. This gottimukkala, who is arguing here also knew about it. In one of the thread, he even tried to cover up those recommendations were made by state govt. As I am not interested to come back here, If you check with him he can reveal that fact.

      Please do not use harsh words against others without checking facts yourself. That definitely makes you not a credible person!

      1.4. The Committee’s dominant objective in this Report has been the overall development
      of Andhra Pradesh, and how the location of various capital functions can help this. When the
      Committee visited locations in Rayalaseema, a number of statements were made in public
      consultations before the Committee. Some of these statements expressed the desire for a
      capital in Rayalaseema, and threatened agitations to further this purpose. The apprehension
      still prevails in Rayalaseema that even in the residuary State of Andhra Pradesh one or two
      parts only will be the favoured locations for governmental activities attracting numerous investments. The location of the capital functions in the context of overall development of
      the state has consequently been the main objective of the Committee.
      శివరామకృష్ణన్ కమిటీ నియామకం జరిగిన కొద్ది రోజులకే కేంద్రప్రభుత్వం 8 నగరాల పేర్లని కమిటీకి సూచిందింది.
      3.2.4. Early in July 2014, the committee received some information from the Department of
      Town & Country Planning indicating in a map (Annexure IV) eight possible locations for a
      capital. All these eight locations are in the general region which we have referred to as
      middle Andhra, not far from Vijayawada and Guntur. Out of these Musunuru adjoins Eluru
      and is beyond the VGTM boundary. The other site suggested is Pulichintala about 40 kms
      from the Vijayawada station beyond Amravati and located upstream of Krishna. Presently
      there are limited road connections for this area. As for Macherla this is further west of
      Pulichintala and is close to Nagarjunasagar Dam. It is nearly 100 kms away from Vijayawada.
      At present there is a railway line from Tenali to Rentachintala passing through Nadikudi.
      Macherla and Pulichintala are both on the border of Telangana and prima facie it is to be
      considered whether these are attractive locations for capital functions.The four other sites
      suggested by the Dept. of Planning are Bollapalli, Vinukonda, Martur and Donakonda (see
      attached map). Out of these, Martur is on NH 5 on the Guntur-Ongole road. Vinukonda
      adjoins Martur and is connected by a state highway from Guntur via Narasaraopet
      proceeding towards Kurnool. It is proposed to upgrade this as a national highway.
      Donakonda is further south of Vinukonda presently accessible by a connecting road.
      Bollapalli adjoins Nallamala reserved forest and hills.

      అంటే, రాజధాని జగన్ గారి సొంతింట్లో ఉన్నప్పటికీ నల్లమల అడవుల్లో పెట్టినప్పటికీ రంజుగా ఉంటుందా?అదే చంద్రబాబు ప్రతిపాదిస్తే రాష్ట్రంలోని అన్ని ప్రాంతాలకీ సమాన దూరంలో ఉన్నప్పటికీ కుట్రా, దోపిడీ కనబడతాయా?
      అభ్యంతరం ఒక్క విజయవాడ కేనా?పులివెందుల కాకుండా ఇంకే నగరమయినా అదే గోల చేసేవాళ్ళా?మరి, అధికారంలోకి వచ్చాక అమరావతీ విధ్వంసానికి తురుపుముక్కలా అ 8 పేర్లలో లేని విశాఖ ఎలా బయటికి వచ్చిందండీ?పాత ముచ్చట తీర్చుకుంటూ మొత్తం రాజధానినే పులివెందులకి తీసుకెళ్తే బాగుండేది కదా!

      శివరామకృష్ణన్ కమిటీ ఇచ్చిన నివేదిక ప్రకారం దొనకొండ ప్రాంతం నూతన రాజధాని ఏర్పాటుకు అత్యంత అనుకూలం అని చెప్పారు. కానీ, వారి నివేదికను తోసిరాజని నారాయణ కమిటీని ఏర్పాటు చేసి, తమ అభీష్టాన్ని నెరవేర్చుకున్నారు. అమరావతి రాజధాని అన్నదానితో పెద్దగా అభ్యంతరం లేదు. కానీ, హైదరాబాద్ స్థాయి, ప్రపంచస్థాయి అంటూ అభివృద్ధి కేంద్రీకరణ, సారవంతమైన పొలాల సమీకరణ (లేదా ఆక్రమణ) అన్నది అత్యధికులు వ్యతిరేకించారు. రాజధాని ప్రాంతంలో సొంత ఇల్లు లేని వారు ఇక్కడ అధికారం కోసం వెంపర్లాడుతున్నారు అని వెటకారం చేశారు; అన్నాళ్ళూ అధికారంలో ఉండి కూడా, రాజధాని ప్రాంతంలో ఒక సొంత ఇల్లు ఏర్పాటు చేసుకోలేకపోయారు.
